The European Court of Human Rights has recently condemned the Italian state for violating Article 2 of the European Convention on the Right to Life (ECRL) in its handling of the environmental disaster in the so-called Terra dei Fuochi. Using a sociological-legal approach, this contribution focuses on some central nodes of the ruling, including the adoption of a precautionary approach and the institution of a new “Independent Monitoring Mechanism” involving civil society. It also highlights how the gap between norms and their efficacy, which in the case of Campania appears to be a constant problem, has the potential to ‘normalise’ an emergency phenomenon with serious consequences for human health and the environment.

One of the causes of the best overall economic performance of the core countries lies in the greater weight of the most innovative sectors. These tend to show higher growth rates than the others and, in this way, positively influence the general development of the economy, since the dynamism of these sectors is also transmitted to the remaining economic sectors. On the other hand, peripheral countries are running the risk of being relegated to the margins of economic development.
