The debate about the origin of the North-South divide in Italy usually overlooks the effects of the monetary union achieved in 1862, just after the politic unification. Italy was not an optimum currency area for a low degree of factor mobility and the specialization effects that the common currency generated. In this way, with the Italian monetary unification, North and South have laid the groundwork to diverge.

In Italy, during the period 2007-2016, the incidence of absolute poverty increased from 3% to 7.9% of the population. At the same time, inequality, measured by the share of individuals at risk of poverty, notably increased. The diffusion of precarious employment contributed to these trends.

Non-performing loans (npl) and distressed loans are a hot issue of the Italian banking system. The Governor of the Italian Central Bank recently showed optimism about the recovery rate of these loans, based on two recent empirical studies. In this paper, a rigorous measurement of recovery rate is discussed, highlighting some flaws of the cited studies. Therefore, assuming the large dispersion among Italian banks in terms of credit quality, profitability and npl incidence on tangible equity, a cluster analysis is conducted on a sample of 450 banks in 2015, identifying six different clusters, in a continuum from “peaches” to “lemons” à la Akerlof. The emerging map does not appear so reassuring.

Rural development models so far have failed to explain why development stagnates in certain regions. Focusing on Southern Italy, while financial, social, human, and built capital are inadequately developed, the region is rich of natural and cultural capital. We argue that promoting human, natural, social and cultural capital is the best way to foster development in this area.

Le incursioni della BCE sul mercato del lavoro italiano

In the last years, the ECB has tried to encourage reforms of the Italy’s labour market including the increasing use of bargaining at the enterprise level. The aim is to contain the growth of wages and to permit higher productivity growth. However, the ECB did not take into consideration the changes in the real variables. In fact after the euro’s adoption, the growth of real wages was lower than the productivity growth. Furthermore, the current incentives system for the decentralized bargaining, that provides a tax benefit on productivity bonuses, seems to increase the territorial dualism North-South.
